1982 Fiat 124/2000 Idle Adjustment

I'm bringing this car back from sitting in the garage for a couple of years. Is there an easy adjustment to alter the idle speed? When cold the car prefers to die instead of idles around 600 rpm. Looking for advice or a good link.

This particular model, the 2000 originally had a turbocharger, but the first and previous owner had it removed. I never got a chance to talk to him about it, but I presume because it was causing issues. (Thrown out there for general info.)

Likely the air bypass is bad. This is the fast idle control for a fuel injected car. Check with Fiat vendors for the part.
