I have a new 2016 Sport with the alloy wheels. If I use stock steel wheels for snow tires, will I need different bolts?

This is what happens when the fuel pump lobe of the auxiliary shaft hits the crank. This means that belt slipped or was never on correctly. I would contact Jon Logan of Midwest.

It is related to the parking lights. It is supposed to switch off the parking lights when the steering wheel is turned. They can be troublesome.

Check a few things.
The air flow meter flap must not be stuck closed. It needs to move freely when the engine cranks to start the pump.
You can check the fuel pressure.

You can remove this as well. They were originally a fire hazard. Removal will likely cause a few extra cranks to start after the car sits longer than a week.

Likely the air bypass is bad. This is the fast idle control for a fuel injected car. Check with Fiat vendors for the part.

I would guess it is related to the electrical multi- connector out of the key switch under the dash. These often overheat and fail. I removed mine and replaced with 4 separate connectors to each wire.

There is also one position of the steering that the frees the removal. It is either hard left or right to lock.
